CARM: What Nepali Exporters and Canadian Importers Must Know in 2026
CARM (CBSA Assessment and Revenue Management), a mandatory program for all commercial importers to Canada, began on October 21, 2024. From May 20, 2025, financial security (surety or cash) for joining the Release Prior to Payment (RPP) program will be required from all importers via CARM Client Portal (CCP). The latter allows releasing imported goods before the payment of duties. In case there is no participation in the RPP program, the goods will be retained until they are paid duties in person.
Practical implications for Nepalese exporters: your Canadian client or their customs broker must have been registered in the CARM Client Portal with their Canadian Business Number and Import-Export (RM) program account before receiving your goods.
